Premier Enterprise Solutions, LLC is looking to fill a Sensitive Support Activities SME position in support of the Under Secretary of Defense for Intelligence and Security (OUSD) (I&S) HUMINT and Sensitive Activities Division and will function as a Counter-Adversary Defense Industry (C-ADI) initiative Action Officer.
RESPONSIBILITIES:
- Create written reports based on collaboration across numerous stakeholders with integrating data and narratives into visually appealing coherent stories
- Identify trends and opportunities for collaboration across teams; develop, update, and maintain information management tools / repositories for team use and then consolidate and analyze qualitative and quantitative data to support assessments and decision-making
- Provide technical expertise for the conduct of assessments to include provisions of strategic perspectives on operational requirements, risk thresholds, and planning and execution, as well as trend analysis of these activities
- Document existing business processes and design new processes to improve the operations of the division and contribute to, and in some cases lead, development of strategic and administrative guidance.
- Prepare slide decks, talking points, read-ahead memos, maintain files and documents, and support virtual and in-person event planning and execution while contributing to, and in some cases lead, development of strategic and administrative guidance.
- Provide recommendations, and task monitoring and analysis for oversight and execution of division mission and for the development of policy for senior decision maker's consideration and gathering information that assists senior leadership in monitoring policy compliance
- Develop and coordinate staff packages to enable clandestine technical operations, access operations, special operations, and technical mission integration efforts within DoD and across the Intelligence Community (IC), and Defense Community
- Produce and disseminate DoD intelligence and intelligence-related sensitive activities reports and briefings that detail DoD clandestine activities for Congress and Senior Executive Branch officials on a quarterly basis
- Review, coordinate, and facilitate OSD-level staffing of sensitive activities actions requiring senior level approval. Estimated quantity is 2 actions per week

- Provide Subject Matter Expert (SME) support in briefing and advising OUSD(I&S) and OUSD(P) seniors regarding the Senior Defense Official/Defense Attaché (SDO/DATT) concept
- Prepare for USD(I&S) review and consideration all SDO/DATT nomination packages and manage the DoD internal coordination. Estimated quantity is 12 per month
- Prepare letters of appointment and introduction (approx. 240 yearly) and manage the coordination process of obtaining the required SECDEF and CJCS signatures
- Organize, facilitate, manage program content, and coordinate support and participation within DoD and from Government Agencies and Departments, a top-off training seminar for newly assigned SDO/DATTs. This seminar will be conducted a minimum of 3 times a year and held in the Pentagon
- Support the Defense Security Cooperation Agency to ensure coordination of policy, oversight, and mission requirements that involve the SDO/DATT and the DAOs
- Prepare staff actions with stated positions to advise and provide recommendations to senior leadership within the OUSD(I&S) and the Secretary of Defense.
QUALIFICATIONS
- Minimum 5 years of experience drafting correspondence presented for staffing through senior-level OSD decision-makers
- Experienced in reviewing, coordinating, and facilitating OSD-level staffing
- Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals
- Experienced in briefing senior leadership
- Demonstrated understanding of Hard Target analysis, and collection
- Knowledge of establishing an organizational vision and implementing it in a continuously changing environment
- Demonstrated ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts
EDUCATION/CERTIFICATIONS
Bachelor's degree required Master's degree preferred
